Addis Ababa, November 4/2021 (ENA) The House of Peoples’ Representatives (HPR) has endorsed the six month state of emergency that was declared by the Council of Ministers last Tuesday.
The House in its first regular meeting held today endorsed the state of emergency after deliberating on the proclamation drafted with a view averting the threat against national existence and sovereignty of Ethiopia.
The state of emergency will be effective today and submitted to the House of People’s Representatives (HPR) for approval within 48 hours, it was learned.
The state of emergency will remain in force for six months.
It is indicated in the proclamation document that the terrorist TPLF and its affiliates pose a grave and imminent danger against the existence and sovereignty of the country.
The proclamation is needed considering the gravity of the killings, looting, and other cruel and inhuman attacks that are being perpetrated by the terrorist TPLF and its affiliates against civilians in several parts of the country.
Addis Ababa, November 4, 2021 (Walta) – Ethiopia and its people will never be at peace unless the terrorist group TPLF is eliminated for good, Tigray Democratic Party (TDP) Chairman Aregawi Berhe said.
The chairman noted that TPLF is a threat not only to the people of Ethiopia but also to the people of Tigray.
TPLF has been carrying out all sorts of crimes on Ethiopians and committed an unforgettable betrayal on the Northern Command that has been safeguarding the region for over 20 years.
He added that this planned massacre was part of the strategy set by the terrorist TPLF for 47 years to destroy the history, sovereignty, and territorial integrity of the country.
According to Aregawi, the atrocities committed against members of the Northern Command were clear indications that the group would do anything to satisfy its thirst for power.
TPLF brutally ruled the country for 27 years and plundered Ethiopia exposing it too complex socio-political, security, and economic problems, the chairman stated.
He noted that the TPLF has not respected the rights of the people and is currently working with foreign powers that do not want Ethiopia’s development and want the country to disintegrate.
TPLF’s current attempt to reorganize itself is a reflection of its desire to again plunder the country’s resources and bring the people back into oppression and slavery, the chairman revealed.
“The atrocities committed by TPLF against the people of Amhara and Afar regions, in particular, must be stopped once and for all,” Aregawi stressed.
according to ENA, the entire Ethiopian people should stand together to liberate the people of Tigray from the current threat posed by the terrorist group.
Ethiopians across the nation have now been mobilized to defend the sovereignty and territorial integrity of the country by destroying this tyrant group.

Addis Ababa, November 4, 2021 (Walta) – Saudi Arabia and the United Arab Emirates have called for the restoration of Sudan’s civilian government.
It is the first time the two countries – seen as possible backers of Sudan’s military leaders – have called for a reversal of the coup.
They and the United States and Britain – in a joint statement issued by the US Department of State on Wednesday – urged the “release of all those detained in recent events and the lifting of the state of emergency”.
“We call for the full and immediate restoration of its civilian-led transitional government and institutions.
“Violence has no place in the new Sudan, on this point we encourage an effective dialogue between all parties, and we urge all to ensure that the peace and security for the people of Sudan is a top priority,” the statement added.
There’s been mounting international pressure on the country’s military leaders to free the detained political leaders and relinquish power, according to BBC.
Prime Minister Abdalla Hamdok has been under house arrest in the capital, Khartoum, since he was ousted in the 25 October coup led by General Abdel Fattah al-Burhan.
There have been protests against the military in the capital and other cities since the coup.
Addis Ababa, November 4/2021 (ENA) A report by an international human rights commission disqualified the accusations hurdled on Ethiopia by terrorist TPLF and its media supporters alleging that the National Defense Forces of Ethiopia have committed genocide in Tigray Region and that the government has used hunger as a political weapon with no tangible evidence.
The Joint Investigative Team (JIP) composed of Ethiopian Human Rights Commission (EHRC) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) completed and delivered its final report on the alleged violations of human rights in Tigray region.
It is to be recalled that the Federal Government was forced into a war followed by the most atrocious attack that terrorist TPLF has conducted on the officers at the Northern Command of the National Defense forces of Ethiopia on November 3, 2020.
Although the group’s spokespersons have bragged and boasted that they have managed to attack the Northern Command in a blitzkrieg speed in 45 minutes, international organizations and media outlets did not pay attention on how the conflict was triggered.
However, the Joint Investigation Team disclosed that the conflict was ignited by terrorist TPLF in its preemptive attack controlling the Northern command headquarters and its armory.
However, some international media companies were attempting to blindly make the Ethiopian government accountable through their media coverages for all that has happened in Tigray region.
These international media outlets and governments in some western countries have also been working in coordination on dissemination of false information for exerting pressure on the government attesting that the Ethiopian government was deliberately using food as a political weapon to perpetrate genocide in Tigray.
Moreover some international organizations have continued to openly accuse Ethiopia and are still continued to do so parroting on the information conveyed to them by these international media enterprises in that the government is deliberately making the people of Tigray vulnerable to famine.
For instance the Associated Press was spreading false information that the government is weaponizing hunger for political ends.
Furthermore, Reuters and Washington Post have been reporting that senior UN Humanitarian Affairs official, Mr. Mark Lowcock was quoted as saying Ethiopia has been using hunger as a political weapon.
In June 2021, the BBC has reportedly come up with similar report.
Based on these false assertions, some international organizations have continued to exert huge pressure on the Ethiopian government.
The fact is, Ethiopia has been working much harder to effectively facilitate rapid flow of food aid for citizens in Tigray by air and on land transport
According to Prime Minister Abiy Ahmed on June 30, 2020, prior to the unilateral ceasefire the government has expended 100 billion Birr to ensure sustained relief supply and rehabilitation programs in support for the resident of the region.
In spite of the fact that terrorist TPLF was killing those who were busy extensively working on various maintenance on infrastructure and rehabilitation programs.
In spite of the fact that the government has introduced various measures in easing the plight of the needy in Tigray, the media in the west were attempting to portray terrorist TPLF as holy and with no blemish.
Apart from the fact that terrorist TPLF was obstructing easy flow of food aid to Tigray and has also used trucks that entered the region for transporting its fighters to Amhara and Afar regions.
Although the Joint Investigation Teams (JIT) report is not adequate enough on some areas of its investigations, it had shed some light of the objective reality in the region regarding the issue at hand.
The report by the JIT, has confirmed that the terrorist organization has been blocking roads preventing the quick flow of food to the needy in Tigray and has caused their starvation. The Ethiopian government on the other hand has repeatedly responded to the false allegations that are using hunger as a political weapon.
On the other hand, the report from the JIT noted that the allegations have no viable and convincing evidence that indicate that the Ethiopian government was using hunger as a weapon for political purposes.
Furthermore the JIT report has disclosed that there was no evidence that showed the Ethiopian government was involved in genocide.
Speaking on the occasion of the delivery of the report by JIT, in Switzerland Michelle Bachelet Jeria, UN High Commissioner for Human right said there is no evidence that could lead to conclusions that genocide was conducted in Ethiopia.
In addition, the JIT report has declared that more than 200 innocent people were killed by terrorist TPLF affiliated called Samri.
The report has also confirmed that the Tigray Special Forces and allied militia attacked the Northern Command of the Ethiopian National Defense Force and took control of the bases and weaponry on November 3, 2020.
Moreover, in the past, terrorist TPLF officials have repeatedly denied that no ethnic based killings have taken place in Mai Kadra and were calling for an independent investigation into the incident.
Addis Ababa, November 4/2021 (ENA) The United Nations Economic Commission for Africa (ECA) announced the establishment of the Liquidity and Sustainability Facility (LSF) that could reach 30 billion USD.
The facility is dedicated to providing African governments with a liquidity structure on par with international standards so as to address the African Continent’s specific Eurobond issuance needs.
A Eurobond is a bond issued offshore by governments or corporates denominated in a currency other than that of the issuer’s country.
Launched in the context of the COP 26, the LSF, by enhancing the liquidity of SDG- or climate-linked bonds that are issued by African nations, seeks to dramatically increase the volume of green and blue bond financing, and at more affordable rates.
UNECA Executive Secretary, Vera Songwe said “today Africa needs more liquidity than ever before to finance its recovery and to invest in a bold and sustainable environment.”
She also added that the Liquidity and Sustainability Facility is launched with the goal of rapidly creating a massive and concrete positive impact, a new asset class, intended to effectively mobilize private capital and support Africa’s economic development.
According to a press release sent to ENA, the LSF is also intended to provide international private investors seeking to invest in Africa with a robust framework and diversified range of opportunities in line with SDGs.
The LSF’s mission is intended to be achieved by way of investors’ entry into repo transactions with the LSF collateralized by African Eurobond issuances, it was indicated.
The LSF will be supported by Citi, who acted as structuring agent and provided expertise in setting up this facility, together with law firms White & Case LLP and Matheson and consultancy firm Eighteen East Capital.
African Export-Import Bank (Afreximbank) President, Dr. Benedict Okey Oramah said “we believe it will offer a strong opportunity to design a new financing paradigm for the Continent, one that will stimulate its economic growth and sustained development and attract diversified investments from the international community.”
Vice Chairman of Banking, Capital Markets and Advisory for Citi, Jay Collins said “we are focused on supporting emerging markets through a responsible and inclusive transition and our hope is that in the future this structure can be extended to other emerging markets.”
Whilst the LSF seeks to support all Eurobonds African sovereigns international financing needs, its goal is to also incentivize sustainability-linked investments such as green bonds and SDG bonds.
The LSF is expected to lower the borrowing costs for African sovereigns by turning African sovereign bonds into liquid assets and enhancing African nations’ debt sustainability.

He keeps showing up in Ethiopia like a bad penny.

In September 2012, at Meles’ funeral, Feltman laid on thick:
Prime Minister Meles was an impressive statesman who dedicated many decades to serving his country. He was a skilled mediator. He will be remembered for his exceptional leadership. He dedicated tremendous energy to advancing Ethiopia’s economic growth and development…”
On November 1, 2021, Feltman tried to disown his own words:
My remarks that day bypassed entirely the subject of human rights in emphasizing the Meles’ economic legacy. I had no idea that a ceremonial, representational appearance would, nearly a decade later, be fodder for misinformation on social media that the newly appointed U.S. Special Envoy for the Horn of Africa was somehow hopelessly partisan in favor of a man I never actually met. This distortion highlights the strong views that exist on Meles’ legacy on today’s Ethiopia. It is also a reminder that Ethiopia’s social media is, if nothing else, wondrously creative.
What a lying sack!
Feltman in 2012 said he “bypassed entirely the subject of human rights that day.”
But today in 2021, Feltman is in Ethiopia to talk about human rights in Tigray!
Feltman today says he is unfairly accused of being “hopelessly partisan in favor of a man I never actually met.”
Yet in 2012, he lavished praises on a man he never actually met calling him “impressive statesman”, “skilled mediator”, etc.
How can sing such praises about a man he never met?
What a hypocrite!
Old Jeff thinks he can pull one more fast one on Ethiopia’s leadership talking trash about “unfettered humanitarian access”, “negotiated ceasefire”, “sanctions” and the rest of it.

That book begins with Ambassador Sears bemoaning the fact that the people of the fictional country of Sarkhan are “strange little monkeys”.
The fact is Sears is the real monkey. He is completely clueless about Sarkhanese history, politics or society.
Feltman, like Sears, is clueless about the history, politics and culture of Horn countries.

Feltman is the real life “ugly American” special envoy (ambassador) who believes there are “strange little monkeys” in the Horn of Africa he can scare with threats of sanctions, aid cutoff and warfare.
But two weeks ago, Sudan’s strongman and coup leader Gen. Abdel Fattah Abdelrahman al-Burhan made a monkey out of Feltman.
Exhibit A: On the weekend of October 24, 2021, Jeffrey Feltman held “high-stakes diplomatic meetings in Sudan to shore up the country’s shaky transitional government.”
Feltman told everyone, “Don’t worry. I got this!”
However, “only an hour after Feltman’s flight took off, Burhan made his move and ordered the sweeping arrest of civilian leaders, including Hamdok, the prime minister, and dissolved the transitional government to take power.”
Burhan played Feltman like a cheap fiddle!
Feltman is the real life ugly American diplomat who believes:
US interference is quite acceptable, but Iranian interference is utterly unacceptable. This might be adequate behavior for the diplomat of a country, but it is hardly the temperament for a senior UN official. It raises doubts about Feltman’s ability to be even-handed in his deliberations as a steward of the world’s political dilemmas. (Italics added.)
Before travelling to the Horn in early May 2021, TPLFeltman was talking trash. “Authoritarian leaders in Ethiopia, Eritrea and Somalia draw closer at the expense of the wider collective.”
“Authoritarian” is a kinder, gentler word for “dictator”.

On November 3, 2021, the State Department spokesman said, “Ambassador Feltman will be travelling to Ethiopia on November 4 and 5. He will be travelling there as I said before because we are increasingly troubled by the expansion of combat operations and violence…”
On April 27. 2021, Feltman predicted a civil war in Ethiopia will make Syria’s civil war “child’s play”.
On May 19, 2021, the United States Senate passed S. Res. 97 demanding the Ethiopian Government comply with a laundry list of activities that are insulting of Ethiopian sovereignty and denigrate the dignity of Ethiopia as a nation.
On May 23, 2021, the U.S. State Department announced “visa restrictions” on Ethiopia because of the crisis in Tigray.
On August 25, 2021, United States Trade Representative Katherine Tai announced that because of the conflict in Tigray Ethiopia could be kicked out of the African Growth and Opportunity Act (AGOA) program.
On September 17, 2021, President Joe Biden issued an Executive Order “Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia.”
On October 21, 2021, the House Foreign Affairs Committee passed H. Res 445 condemning the Ethiopian Government and demanding that it negotiate with the terrorist group Tigray People’s Liberation Front (TPLF).
For months U.S. Secretary of State Antony Blinken has been coordinating with the European Union to apply pressure and sanctions to bring Ethiopia to its knees and negotiate with the TPLF under the guise of “cessation of hostilities.”
For months, the Biden administration has been coordinating with the Western press-titutes including CNN, New York Times, Bloomberg and others to bombard global public opinion by perpetuating a narrative of condemnation, disinformation, demonization and degradation of Ethiopia.

Addis Ababa November 3/2021 (ENA) The House of People’s Representatives (HPR) will discuss tomorrow the state of emergency proclamation declared by the Council of Ministers to avert the threat posed on the existence and sovereignty of the country.
The Council of Ministers has the power to declare state of emergency in the event of foreign invasion and situation endangering constitutional order that cannot be solved under normal law.
It is responsible for notifying the HPR within 48 hours of announcement.
The state of emergency proclamation is expected to be presented to the House of People’s Representatives for discussion and endorsement.
