There is no single country in the world that was not poor and technologically backward. Equally, I know of no single country worthy its name that does not strive to overcome policy and structural obstacles to free itself from debilitating poverty, hunger and technological backwardness. Twenty five years ago, Vietnam was one of the poorest countries in the world. Today, it is one of the fastest growing economies. Its rural sector is among the most dynamic in the world.
